Phoenix Rising Youth Services
Phoenix Rising Youth Services have been funded by the Department of Planning and Community Development under the Engage Program, which aims to assist young people of CALD backgrounds between the ages of 12 and 25 to actively engage in their personal development.
Throughout the year, Phoenix Rising provides support for young people of Vietnamese background and their parents through mentoring, peer support, leadership development, sport and recreation activities. I regularly visit high schools in the Western suburbs, and have set up a youth steering committee to help organise the annual AVWA youth camp in September.
School visits allow me to develop strong relationships with teachers and young people, provide information and referrals to assist young people and increase awareness of the range of services offered by AVWA.
The Sport and Recreational Program give parents and young people the opportunity to engage in activities such as badminton and soccer. The activities bring many benefits, not only fitness and physical health – but also, emotional health and social connectedness – through relieving stress, meeting new people and strengthening relationships.
The annual youth camp by far was one of our most successful activities, with the involvement of Tran Hung Dao Scout Group and Victoria Police we were able to assist young people to develop skills such as leadership and teamwork. We had four leaders from Tran Hung Dao Scout Group and two Victoria Police staff, one of whom of Vietnamese background, attending the youth camp.
I would like to thank Badminton Victoria, The Victorian Table Tennis Association, Victoria Police, and Tran Hung Dao Scout Group, Braybrook College, Sunshine College, Copperfield College and my AVWA colleagues for their valuable support which has made possible the success of the program.

Parallel Learning Playgroups
AVWA is running 10 extremely popular playgroups in Richmond, Collingwood, Footscray, Sunshine, St. Albans, Delahey and Springvale. Our Parallel Learning Playgroups, funded by the Department of Social Services and other funding bodies, present a bilingual program to strengthen family relationships while addressing educational disadvantages by supporting Vietnamese families in low socio-economic suburbs. Reading and speaking skills in both English & Vietnamese are fostered through participation in singing, reading, bilingual story telling, playing games, dancing and other structured activities in a playgroup setting. Australian and Vietnamese volunteers led by qualified staff help ensure children reach a high level of bilingualism and smoothly transition to kindergarten and primary schools while their mothers learn to socialise and practice their English language skills in a supportive setting.

You are eligible for a government-subsidised training place if you meet the following criteria:
- Have physical presence in Victoria while undertaking the Qualification.
- To be an eligible Individual in respect of any training, an individual must be either an Australian citizen, a holder of an Australian permanent visa or a New Zealand citizen.
- Must meet ‘up skilling’ requirements for certain cohorts, as follows: If you are aged 15-19, under the Victorian Training Guarantee, you are automatically eligible for a government subsidised place, regardless of which course level you enrol in.
- Commence a maximum of 2 government subsidised courses in a calendar year. Where an individual is enrolled in a course(s) that is scheduled to commence at a later date in that calendar year, this course(s) must be counted for the purpose of accessing eligibility for government funding.
- Undertake a maximum of 2 government subsidised courses at any one time.
- Commence a maximum of 2 government subsidised courses at the same level within the AQF in their lifetime (Qualifications listed on the Foundation Skills list will not be counted towards the AQF level requirement, the Foundation Skills qualifications are included in the 2 qualification a year guideline).
- Commence a maximum 2 government subsidised accredited courses with the title “Course in … “in their lifetime.
An individual is not eligible for government subsidised training if the individual is:
- A student enrolled in a school.
- A prisoner within the meaning of the Corrections Act 1986 who is held at any one of the following custodial settings as outlines in the Service Agreement.
- A person who is detained under the Mental Health Act 1986; or the Crimes (Mental Impairment and Unfitness to be Tried) Act 1997 or the Sentencing Act 1991 at the Thomas Embling Hospital.
- A person who is detained (other than on weekend detention) under the Children, Youth and Families Act 2005 or the Sentencing Act 1991 or who is held on remand in one of the following youth justice facilities as outlined in the Service Agreement.
Eligibility excemption available for students who meet the criteria for the following programs:
- Asylum Seeker VET Program
- TAFE and Learn Local upskilling exemption
- Retrenched employees
- Young People Transitioning From Care Initiative
- Automotive Supply Chain Training Initiative
- Back to work scheme

Điều kiện để được Chính Phủ tài trợ cho khóa học gồm:
- Đang sinh sống tại Victoria trong quá trình theo học.
- Là công dân Úc, hay thường trú nhân Úc, hoặc công dân New Zealand.
- Đáp ứng quy định về “nâng cao kỹ năng” và các yếu tố sau:
+ Nếu học viên từ 15-19 tuổi, theo Chương Trình Hướng Nghiệp(VTG) của bang Victoria, thì đủ điều kiện để được Chính Phủ tài trợ cho bất kỳ khóa học đăng ký nào.
+ Bắt đầu học tối đa 02 khóa học do Chính Phủ tài trợ trong 1 năm. Khi 1 học viên đăng ký một khóa học đã được lên lịch học vào cuối năm theo tài trợ của Chính Phủ, thì nguồn tài trợ cho khóa học đó phải được tính vào năm khóa học bắt đầu.
+ Được học tối đa 02 khóa học cùng lúc do Chính Phủ tài trợ.
+ Được Chính Phủ tài trợ tối đa 02 khóa học cùng 1 trình độ nằm trong Hệ Thống Bằng Cấp của Chính Phủ Úc (AQF) trong suốt cuộc đời (Những Chứng Chỉ liệt kê trong danh sách Kỹ Năng Căn Bản sẽ không được tính theo Hệ thống AQF. Các Chứng Chỉ về Kỹ Năng Căn Bản được liệt kê trong Hướng Dẫn Về Đăng Ký 02 Chứng Chỉ Trong 1 Năm).
+ Được Chính Phủ tài trợ học tối đa 02 khóa có cấp Chứng Chỉ trong suốt cuộc đời đối với Chứng Chỉ có tiêu đề “ Khóa Học Về....”
Các học viên không đủ điều kiện được tài trợ của Chính Phủ gồm:
- Học sinh đang theo học bậc trung học
- Tù nhân đang chịu án hoặc thuộc diện giám hộ theo hướng dẫn của Thỏa Thuận Dịch Vụ của Điều Luật Giáo Huấn 1986.
- Phạm nhân đang bị giam giữ theo Điều Luật Về Sức Khỏe Tâm Thần 1986; hoặc giam giữ theo Điều Luật Về Tội Phạm 1997 (sức khỏe suy yếu và không đủ sức khỏe về tâm thần), hoặc Điều Luật Giam Giữ 1991 tại Các Bênh Viện Thomas Embling
- Phạm nhân đang bị giam giữ (không phải giam giữ cuối tuần) theo Điều Luật 2005 Về Gia Đình, Thanh Niên và Trẻ Em, hoặc Điều Luật 1991 Về Án Phạt; hoặc người đang chịu án treo trong các trường hợp pháp lý cho thanh thiếu niên quy định tại Thỏa Thuận Dịch Vụ của các điều luật này.
Các trường hợp sau được đặc cách miễn giảm điều kiện “nâng cao kỹ năng” hay học phí theo các điều luật bổ sung về tiêu chuẩn tài trợ của Chính Phủ, gồm:
- Chương Trình Dạy Nghề Cho Người Tỵ Nạn.
- Chương trình miễn giảm “nâng cao kỹ năng” của TAFE và cư dân Victoria.
- Nhân viên bị giảm biên chế.
- Những người được chuyển tiếp từ Chương Trình Chăm Sóc Thanh Thiếu Niên.
- Nhân viên bị mất việc trong Ngành Sản Xuất Xe Hơi.
- Chương trình dành cho công dân trở lại làm việc.
